Board of Directors

People just like you serve on the South Plains Electric Cooperative Board of Directors. Your electric Cooperative is a democratically-controlled business. It doesn’t have stockholders, so the board isn’t made up of the people who own the most shares and are looking for big returns on their investment. Your Cooperative is governed by local people with your best interest and the Cooperative’s best interest at heart. And they are elected by you, the member.

One of the basic qualifications for serving on the board is you have to receive electric service within the District up for election—so that means all directors are members. These people are also active, community leaders representing the needs of their local constituents. The Cooperative’s Bylaws contain exact details about director qualifications and the nomination/election process.

Joe McFerrin

District 1 - Joe McFerrin from Cotton Center, graduated from Cotton Center High School and Texas Tech University. Joe has been in the farming business for 53 years and is a Credentialed Cooperative Director as certified by NRECA. He is married to Linda and they have six children and 14 grandchildren. Joe and Linda are members of the First Baptist Church in Cotton Center. Joe currently serves on the Hale County Stock Show Board and is on the board of trustees at Wayland Baptist University. He is also a member of the Cotton Center Lion’s Club. Additionally, Joe is a former board member for Cotton Center ISD. His term expires in 2025.

District 2 - Vice President- Danny Stanton, from Shallowater, graduated from Shallowater High School and South Plains College with an associate degree in agriculture and applied sciences. He has been a farmer for 51 years. Danny is married to Sherry, and they have three children, Hollie, Dan and Craig, and five grandchildren. Danny has served on the South Plains Electric Cooperative Board for 31 years, is a Credentialed Cooperative Director as certified by NRECA and has successfully completed courses on Director Duties and Liabilities, Understanding Financial Planning and Understanding the Electric Business. He has also served on the Lubbock County Farm Bureau Board, the Shallowater Co-op Gin Board, the Citizens Co-op Gin Board and the PYCO Industries Advisory Board. His term expires in 2025.

District 3 - Assistant Secretary/ Treasurer- Rynn Truett, from Idalou, graduated Idalou High School and is a graduate of Texas Tech University with a bachelor of science in human sciences. He is semi-retired after farming for 38 years. Rynn is married to Jane, and they have two sons and daughters-in-law. Rynn has served on the South Plains Electric Cooperative Board for nine years and is a Credentialed Cooperative Director as certified by NRECA. Additionally, Rynn has served on the Cooperative Member Services Board, the High Plains Underground Water District Board and the Idalou School Board. He has also served on committees for the High Plains Underground Water District, the F.S.A. County Committee, Lubbock County Farm Bureau and the Idalou Stock Show Committee. The Truetts are members of the Idalou First Baptist Church. His term expires in 2027.

District 4 - Lloyd Arthur, from Ralls, is a Ralls High School graduate and attended Western Texas College and Texas Tech University. He is a fifth-generation farmer. Lloyd is married to Angela, and they have four children, David, Brady, MaKayla and Jadeyn. Lloyd has served on the South Plains Electric Cooperative Board for three years and is a Credentialed Cooperative Director as certified by NRECA and has earned his NRECA Board Leadership certification. Lloyd has served on several boards and committees, including Crosby County Crops, Rio Blanco SWCD, Crosby County NRCS, Cotton Incorporated and Crosby County Farm Bureau. Lloyd says these experiences have given him the knowledge and education needed to serve the SPEC membership. The Arthurs are members of Ralls Methodist Church in Ralls. His term expires in 2026.

District 5 - President- Bobby Richey, from Wolfforth, is a Seminole High School graduate. He has been farming in the Wolfforth area since 1960. Bobby is married to Anne, and they have one son and one grandson. Bobby has served on the South Plains Electric Cooperative Board for 42 years. He served as assistant secretary-treasurer for 28 years, as secretary-treasurer for six years, and as president for six years. In addition to his Co-op service, Bobby served on the Frenship School Board for 13 years and was a member of the Lubbock Police Advisory Board. He was also an officer for the Young Farmers organization for two years. The Richeys are members of the First United Methodist Church in Wolfforth. His term expires in 2027.

District 6 - David Gossett, from Slaton, is a Slaton High School graduate and attended West Texas State University and Texas Tech University. He is a farmer and an agriculture chemical dealer. David is married to Kathy, and they have two grown children. David has served on the South Plains Electric Cooperative Board for eight years and is a Credentialed Cooperative Director as certified by NRECA. He has also served on the Slaton ISD Board of Trustees and the Slaton Co-op Gin Board. The Gossetts are members of the First Baptist Church of Slaton where David serves as a deacon. His term expires in 2026.

DeWayne McCallister

District 7 - DeWayne McCallister, from Slaton, graduated from Roosevelt High School and is a graduate of Texas Tech University with a bacheors of science degree in animal business. DeWayne is an insurance agent, farmer and cattleman. DeWayne has served as a member and president of the Roosevelt ISD School Board, factory representative of Sooner Trailer, Roosevelt Stock Show Board and FCCLA State Board. He is a member of the Roosevelt Volunteer Fire Department and is the swine and steer superintendent of the Lubbock County Stock Show. DeWayne represented SPEC in Washington, D.C., while attending the Youth Tour when he was a teenager. DeWayne is married to Tracye, and they have two sons and three grandchildren. The McCallisters are members of the Canyon Methodist Church. His term expires in 2027.

District 8 - Benny Nixon, from Lubbock, graduated from Cotton Center High School and is a graduate of Texas Tech University with a Bachelor of Business Administration. He owns Commercial Property Services and has been involved in commercial real estate for 46 years. Benny is married to Vicki and they have three children. Benny has served on the South Plains Electric Cooperative Board for 35 years and has successfully completed National Rural Electric Cooperative Association courses. In addition to his Co-op service, Benny is a member of the Texas Tech University System Chancellor’s Council, the Red Raider Club and the Texas Tech Alumni Association, and he is a past member of the Texas Tech Athletic Council and Southwest Lubbock Rotary. He is a graduate of Leadership Lubbock. The Nixons are members of the First Baptist Church. His term expires in 2025.

District 9 - Jamie McNeill, from Crosby County, graduated from Crosbyton High School and attended Texas Tech University where he earned his bachelor's degree. He has been a self-employed rancher for over 30 years. Jamie is married to Jonna and they have five children, Lindsay, Lauren, Lana, Cooper and Cortni. Jamie has prior professional experience with the Lubbock livestock sale barn and the Hockley County feedyard. He is involved with the Crosby County Appraisal District where he serves on the ag committee and is a member of the Methodist Church. His term expires in 2026.

District 10 - Secretary-Treasurer- Scott Martin, from Spur, graduated from Plano East Senior High School and Texas Tech University with a Bachelor of Science in agricultural and applied economics and general business administration. He is a farm and ranch owner of 25 years, as well as a cattle and farm equipment inspector and appraiser, and co-owner of DC Auto in Spur. Scott is married to Lisa and they have one daughter, Tristen, who is attending Texas Tech University to study civil engineering. Scott has served on the South Plains Electric Cooperative Board for six years, is a Credentialed Cooperative Director as certified by NRECA and earned his NRECA Director Gold and Board Leadership certifications. He is a board member for Workforce Solutions of the South Plains and is a member of the Texas Tech Alumni Association. He is a former member of the Spur Volunteer Fire Department, the Dickens County Junior Livestock Show Committee, and the Dickens County 4-H Horse Club Committee. The Martins are members of the Spur Church of Christ. His term expires in 2025.

District 11 - Larry Browning, from Childress, graduated from Childress High School and Tarleton State University with a Bachelor of Science in Agriculture. He is a rancher. Larry is married to Lesa and they have two daughters, Amanda and Emily. Larry has served on the South Plains Electric Cooperative Board for 14 years. In addition to his Co-op service, Larry is a past member of the Childress ISD School Board, has served and organized Ag Day on the Childress County Ag Committee, is involved with 4-H and FFA and has served as an adult horse judging team leader. The Brownings are members of the Central Christian Church in Childress. His term expires in 2026.

District 12 - Brent Whitaker, from Childress, graduated from Motley County High School and attended South Plains College. He has served as the president and owner/operator of Texas Panhandle Construction for 14 years. He has had other start up businesses with his sons, Dusty and David. He has been in the construction business since 2002. He began drilling water wells for farmers and ranches in 2009. Brent has served on the South Plains Electric Cooperative Board for four years. He also serves as the president of the Gateway Groundwater Conservation District and has been actively on their board since 2014. Brent also served two years with the Motley County Soil and Water Conservation District. Brent is married to Teresa, and they have two sons, Dusty and David. Dusty is married to Lindsey Bruce and David is married to Amy Inman, both of Childress. Their life is filled with six grandchildren, Axle, Kolt, Rebekah, Kage, Kitt and Shiloh. Brent and Teresa have been members of the Childress Church of Christ. His term expires in 2027.
