SPEC Board of Directors Election

Members will vote for directors in Districts 4, 6, 9 and 11.

At South Plains Electric Cooperative, you are more than a customer; you’re a member. As a member, you have a voice in the leadership. Your vote in our annual board election is your voice in your Cooperative. 

Like other electric co-ops, South Plains Electric is guided by a locally-elected board of directors that represents its members when making important decisions. Being a member of the board is an important and highly respected position in the community, and directors devote considerable time to the cause of powering our communities and empowering co-op members to improve the quality of their lives. 

A director’s decisions affect issues such as electric rates, utility easements and capital credits, as well as strategic, financial and work plans. The post requires savvy, selfless people who understand their community’s needs and work to represent the members’ best interests. 

Our board is a democratically-elected body, with each director nominated by Cooperative members and voted in to position by all members who choose to participate in the Cooperative’s open election at the Annual Membership Meeting on August 18.

 

Election Process

Nominating Committees
The board appointed nominating committee members at its February meeting for each of the four districts with expiring director terms. Each nominating committee will make nominations for its specific district. If you are interested in becoming a director, please contact the district committee members or Jamey Phillips at (806) 775-7854. Nominations can also be made by using the petition process.

Petition Process
A qualified member can be put on the ballot through the petition process. The qualified member must submit a petition containing the signatures of any 30 members holding active meters within the district for election. The qualified petition nominee’s name will be included on the ballot along with the committee nominee(s). Petition nominations must be submitted to any Cooperative office prior to the specific deadline date and time for receipt.

Voting Process
Nominating committee candidate(s) for District 4, along with any qualified petition nominations submitted by the May 11, 5 p.m. deadline, will be on the ballot at the Annual Membership Meeting on August 18. 


Nominating committee candidate(s) for District 6, along with any qualified petition nominations submitted by the May 11, 5 p.m. deadline, will be on the ballot at the Annual Membership Meeting on August 18. 


Nominating committee candidate(s) for District 9, along with any qualified petition nominations submitted by the May 12, 5 p.m. deadline, will be on the ballot presented to the members at the Spur Membership Meeting on July 16. A vote will be taken to determine the district nominee to be placed on the ballot at the Annual Membership Meeting on August 18.


Nominating committee candidate(s) for District 11, along with any qualified petition nominations submitted by the May 12, 5 p.m. deadline, will be on the ballot presented to the members at the Childress Membership Meeting on July 9. A vote will be taken to determine the district nominee to be placed on the ballot at the Annual Membership Meeting on August 18.


All elections shall be by secret ballot. All members attending the Annual Membership Meeting will cast their ballots, and the candidates receiving the most votes will be declared the winners.

The Nominating Committees for Districts 4, 6, 9 and 11 met to select candidates to be presented to the membership at the Annual Membership Meeting on August 18, 2026. 

District 4: Lloyd Arthur, from Ralls, is a Ralls High School graduate and attended Western Texas College and Texas Tech University. He is a fifth-generation farmer. Lloyd is married to Angela, and they have four children: David, Brady, MaKayla and Jadeyn, who is married to Colton. Lloyd has served on the South Plains Electric Cooperative board since 2020 and is a Credentialed Cooperative Director as certified by NRECA and has earned his NRECA Director Board Leadership and Gold certifications. Lloyd has served on several boards and committees, including Crosby County Crops, Crosby County NRCS, Cotton Incorporated and Crosby County Farm Bureau. Lloyd says these experiences have given him the knowledge and education needed to serve the SPEC membership. The Arthurs are members of Ralls Methodist Church. 
 

District 6: David Gossett, from Slaton, is a Slaton High School graduate and attended West Texas State University and Texas Tech University. He is retired from farming. David is married to Kathy, and they have two grown children. David has served on the South Plains Electric Cooperative board since 2015 and is a Credentialed Cooperative Director as certified by NRECA. He has also served on the Slaton ISD Board of Trustees and the Slaton Co-op Gin board. The Gossetts are members of First Baptist Church of Slaton where David serves as a deacon.
 

District 9: Jamie McNeill, from Crosby County, graduated from Crosbyton High School and attended Texas Tech University where he earned his bachelor's degree. He has been a self-employed rancher for over 30 years and has served on the South Plains Electric Cooperative board since 2023. Jamie is married to Jonna, and they have five children: Lindsay, Lauren, Lana, Cooper and Cortni. Jamie has prior professional experience with the Lubbock livestock sale barn and the Hockley County feedyard. He is involved with the Crosby County Appraisal District where he serves on the ag committee and is a member of the Methodist church.


District 11: Larry Browning, from Childress, graduated from Childress High School and Tarleton State University with a Bachelor of Science in agriculture. He is a rancher. Larry is married to Lesa, and they have two daughters, Amanda and Emily. Larry has served on the South Plains Electric Cooperative board since 2009. In addition to his Co-op service, Larry is a past member of the Childress ISD School Board, has served and organized Ag Day on the Childress County ag committee, is involved with 4-H and FFA and has served as an adult horse judging team leader. The Brownings are members of Central Christian Church in Childress.
